What Meaneth This?

Do you know what the black markings on the fingers in this photo indicate?

If you said that it indicates that this man voted in the recent presidential election, then you are correct!  When a person votes for members of parliament, he dips his right finger in indelible ink, and when he votes for the president, he dips his left finger in the same ink.  It is almost impossible to remove without leaving some residue in the fingernail bed.

The purpose?  This prevents a person from voting more than once! And now you know!
